What happened?

On October 19, Deputy Prime Minister Tatyana Golikova, at a government meeting on combating coronavirus infection, announced the deterioration of the epidemiological situation throughout the country. The incidence rate over the week increased by 15.5%, the number of daily cases exceeds 35 thousand people, and the mortality rate for the first time in the entire pandemic exceeded 1,000 deaths per day. Golikova noted that current measures to combat coronavirus are insufficient, and the pace of vaccination is low. To contain the new wave of morbidity, the Deputy Prime Minister proposed introducing non-working days from October 30 to November 7, and in regions with a difficult epidemiological situation - from October 23.

Tatyana Golikova’s proposal was first supported by Prime Minister Mikhail Mishustin, and then by President Vladimir Putin.

On October 20, a decree was issued establishing non-working days in October-November 2021.

What is important to know about the non-working week? We answer the main questions.

Will wages remain the same for these days?

Yes. According to the presidential decree, non-working days from October 30 to November 7 are approved with the preservation of wages.

Who will be working this weekend?

According to the presidential decree, public authorities, other bodies and organizations must determine a list of employees who will work on non-working days.

As before, the following will be open on holidays and weekends:

  • Employees of continuously operating organizations;
  • Medical organizations and pharmacies;
  • Grocery stores and stores providing the population with essential goods;
  • Ministry of Emergency Situations, emergency services and other organizations performing urgent work in emergency situations;
  • organizations carrying out emergency repair and loading and unloading work.

Let us remind you that the days from November 4 to November 7 are considered holidays this year. If an employee goes to work on these dates, the employer must either provide him with time off or double pay. If an employee goes to work on the days from November 1 to November 3, payment is made at the usual rate.

Will schools and kindergartens be open?

The long weekend coincides with the autumn holidays for schoolchildren. They will last from October 29 to November 5. November 6 and 7 are days off.

Kindergartens will not work in Bashkiria. But for those parents who continue to work, duty groups will be opened. To do this, they must provide a certificate from the employer about employment on non-working days. You can find out from your director whether there will be a group on duty in your kindergarten.

Will universities and colleges move remotely?

The Ministry of Education and Science of the Republic of Belarus reported that college students will not study.

Universities are now awaiting an order from the Russian Ministry of Education and Science. There are two options for the development of the event: either students will be transferred to a distance learning format, or the week will be completely non-working. At the universities themselves, only those services that ensure trouble-free operation of all systems will remain among the administrative staff.

In which regions can non-working days start earlier?

According to the presidential decree, heads of constituent entities can establish additional non-working days from October 23 and extend them after November 7 (also with the same wages) based on the epidemiological situation in the region.

Tatyana Golikova noted that regions with a dangerous epidemiological situation include the Kursk and Orenburg regions, the Komi Republic, Tatarstan

, North Ossetia, Mordovia, as well as Voronezh, Novgorod, Volgograd, Samara, Saratov, Chelyabinsk,
Sverdlovsk
, Omsk, Tomsk, Kirov and Amur regions.

Bashkiria among the regions with a “tense” epidemiological situation

, Perm region, as well as Ivanovo and Tyumen regions.

  • The operational headquarters of Bashkiria has already determined that non-working days will not be introduced earlier and will be the same as throughout the country - from October 30 to November 7.
  • A similar decision was made at the operational headquarters of Tatarstan. Here, non-working days also coincide with federal ones.
  • In the Chelyabinsk region, the decision to establish non-working days will be made on October 21.

What other measures can be taken?

Deputy Prime Minister Tatyana Golikova also announced a list of recommended measures to limit the spread of coronavirus infection:

  • Use of QR codes (in some regions there is a mandatory QR code system);
  • Self-isolation regime for citizens over 60 years of age, persons with chronic non-communicable diseases and unvaccinated people, transferring them to remote work;
  • Providing 2 days off for vaccinated employees after vaccination;
  • Maintaining the mask regime and social distance;
  • Prohibition on holding entertainment events and providing catering services from 23:00 to 6:00.

Will they support business?

The President instructed to provide support measures to small and medium-sized businesses and socially oriented non-profit organizations that were most affected by the worsening situation with coronavirus.

Thus, organizations will be paid based on the minimum wage per employee. It will be possible to submit an application remotely through the Federal Tax Service of Russia from November 1 to December 15. Payments will be made from November 15 to December 31.

The soft loan program for businesses affected by the coronavirus pandemic will also be resumed. The maximum size of such a loan is 1 minimum wage per 1 employee multiplied by 12 months. You do not need to make any loan payments for six months. After this, the company will be able to repay the loan at a preferential rate of 3% per annum.

Holiday schedule by quarters

The modern educational system has two forms: semester and trimester. The first option is classic, and involves dividing the year into four quarters. Most schools, gymnasiums and lyceums adhere to the semester system, and vacations are determined according to it. For convenience, all clubs and sections also suspend their activities depending on the rest in quarters. Art and music schools also operate according to traditional schedules, familiar since time immemorial. This makes the learning process convenient, parents do not experience discomfort, teachers and students feel comfortable.

Please note that the academic year is divided into half-years, that is, into two semesters. And each half-year is divided into two more quarters, the fourth being the smallest. Between the quarters there are vacation periods, different depending on the time of year.
